Fix the download system

| Hey,
Mainly pointed to JT but anyway man fix the download thingy. I tested and deleted tc_base and couldn't download it at all. Friend of mine tried to download adlernest or something and he got 12kb/s saying it takes 25 mins. How many players you think are going to wait till he/she gets map downloaded. Im sure it would greatly help your server to be bit more popular when new players can actually connect there without probs.

| Was speccing today for half hour and two guys who connected both leaving after trying to connect for while which means server basically lost two potential players in half hour.

| Yes indeed, hmm saw that happening too!
Also saw that Rubz tried to join but we were playing maps that had to download so we changed to a non download map and he confirmed he had problems with downloading... (downloading with only 13kbs)

| This was also a problem before we added the VPS, was hoping that the VPS would solve it, unfortunately it doesnt. Gonna redirect from main server again and send a ticket to YCN with this problem.

| It seems there was a problem with YCN with the chmod command (linux/unix users know what this means) .
They modified the permissions and hopefully it will work.
Please let me know if it does and ofcourse also if it doesn't.
