I think this is good to do when there is a player in server that example, insults other players. First, ofc warn him & tell him to stop doing that.
Second, (assuming that he continues), you warn him and in a very extreme situation you could mute him for few minutes.
Third, mute him for couple of days or with very aggressive player permanent.
Fourth, permanent.
Other commands,
!splat use in situation like spawnkill and walljumpping.
!rename use to rename offensive names such as Adolf Hitler (I think also Josef Stalin) and ofc before that you nicely ask him to change the nick.
!kick use with walljumpers and spawnkillers after several warning.
!ban use against all kind of hackers and extremly extreme spawnkillers (after kicks still continue sk'ing evne tho I think there is no such a jackass 
)
