I adjusted the file by setting com_hunkMegs "1024"
If you download this file, put it in etmain and execute it by opening console and writing
/exec 1024sherlock
also check in console if the file has been loaded.
download is included!

| i ment, i used the cfg you posted did vid_restart but still get the hunkmegs -96 problem it didnt change.
(btw did vid_restart in silent etpro and etmain and didn't work. and since i didnt played on othermods it cant be the problem with them.)
